Guidelines

1. Name of the scheme The name of this scheme will be "Rashi Gas Cylinder Subsidy Scheme".

2. Eligibility:- Under this scheme, families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as National Food Security Scheme of Rajasthan State will be eligible.

3. Date of implementation of the scheme This scheme will be implemented in the entire state of Rajasthan from 01.09.2024.

4. Nodal Department:- The nodal department of this scheme will be Food and Civil Supplies Department, Rajasthan.

5. Grant amount Under this scheme, maximum one gas cylinder per month will be given to the eligible families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as National Food Security Scheme of Rajasthan State after subsidy payable under all subsidy schemes given by Central Government and State Government at only Rs. 450/-.

Explanation (a):- Under the scheme, eligible families of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan state) as well as National Food Security Scheme of Rajasthan state will get gas cylinders from the gas agency by depositing the prescribed amount. The difference amount paid above Rs. 450/- will be deposited by the State Government in the bank account linked to the Janadhaar card of the head of the family.

Explanation (b):- In the scheme, the month will be calculated from the first date of the month to the last date. For example, if the consumer has taken delivery of one gas cylinder on 1 January and the second gas cylinder on 31 January, then subsidy will be payable only for one cylinder. If the first gas cylinder is delivered on 29 January, the second gas cylinder on 2 February and the third cylinder on 21 March, then subsidy will be payable for one gas cylinder per month.

6. Registration (seeding) process:- Under the LPG cylinder subsidy scheme, such families of National Food Security who have already done e-KYC will be eligible. Such families will be able to get the benefit of subsidy only after getting their ration card seeded with LPG ID and Janadhaar to get the benefit of LPG cylinder subsidy scheme.

At present, the seeding work is being done through POS machines installed at e-Mitra and fair price shops. For the benefit of the scheme, provisions have been made for the consumer to go to the nearest e-Mitra or fair price shops and get the seeding done.

Clarification: On registration (e-KYC and Janadhaar seeding of LPG ID) before 01 September or in the month of September, the benefit of the scheme will be available from the month of September and on registration in any upcoming month, the benefit of subsidy on gas cylinder will be payable from that month.

7. Subsidy Transfer Process After registration of Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as eligible families of National Food Security Scheme of Rajasthan State, on the basis of transaction data received from gas companies, once a month on monthly basis, the difference amount (including subsidy received from all sources) will be automatically deposited in the bank account linked to the consumer's Janadhaar.

Monitoring and Supervision:- Effective monitoring and supervision of the scheme will be done by the Food and Civil Supplies Department.

9. Inspection:- The District Logistics Officers, Enforcement Officers, Enforcement Inspectors of the Department will randomly inspect the Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) as well as eligible families of National Food Security Scheme of Rajasthan State receiving benefits every month and verify the correct use of gas cylinders.

• If the consumers receiving subsidy under the scheme are found to be using the gas cylinders for commercial purposes instead of domestic use or if the subsidized cylinder is found to be used by someone else, then action can be taken under departmental rules and they can be denied the subsidy in future.
• In case of abnormal use of gas cylinders in a particular area, a thorough inspection campaign will be conducted by the Food and Civil Supplies Department / related gas companies and district logistics officers.
• The gas agency will have to deliver the gas cylinder to the concerned consumer. If during inspection, the gas agency is found to be delivering subsidized cylinders to any consumer other than the beneficiaries of the scheme, then action can be taken against the concerned gas agency as per the prevailing rules.

10. Main points of the role of the Food Department for the successful implementation of the scheme: -

• In order to ensure timely compliance of the budget announcement-2024-25 of the Honorable Chief Minister, the Food and Civil Supplies Department has been appointed as the nodal department. In this sequence, the subsidy payable by the State Government for providing LPG gas cylinders for Rs. 450 to the eligible families of the National Food Security Scheme of Rajasthan State along with the Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State), so that the beneficiary families can get the subsidy on time under the scheme, the Food and Civil Supplies Department will work for the smooth monitoring and successful implementation of the scheme through a software application / portal prepared by DOIT for the department, which will be integrated with the IFMS portal for payment.
• For the operation of the scheme, the Deputy Commissioner and Deputy Secretary of the Food Department will be the Officer-in-Charge of the scheme (OIC). The Officer-in-Charge of the scheme (OIC) will operate the scheme with the help of the analyst cum programmer / programmer posted in the department. The master data of beneficiaries will be obtained from the gas companies by the Officer in Charge (OIC) with the help of analyst cum programmer/programmer and will be uploaded on the software application/portal (Janadhar DBT application) created by DOIT for the department for the scheme through the digital signature of the Officer in Charge (OIC).
• The master data of LPG cylinders distributed to the eligible families of National Food Security Scheme of Rajasthan State along with Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) benefited under the scheme from the 1st to the last date of every month by the gas companies will be necessarily sent to the department in the format prescribed by DOIT by the 2nd date of the next month in Excel Sheet.
• The data of eligible families of National Food Security Scheme of Rajasthan State along with Pradhan Mantri Ujjwala Yojana and selected BPL families (of Rajasthan State) will be prepared by the gas companies category wise and district wise which will be in Excel Format. In the column of the said Excel Sheet, the district wise beneficiary consumer's category (Ujjwala / BPL / NFSA), LPG ID No., market given by the Government of India and subsidy of Pradhan Mantri Ujjwala Yojana and invoice amount paid by the consumer will be entered.
• As per the list received from a company (Excel Sheet/Portal/API), the subsidy amount will be calculated separately in the context of consumers of Ujjwala Yojana and selected BPL as well as eligible families of National Food Security Scheme of Rajasthan state.
• The Officer in Charge (OIC) of the Food Department will receive the Excel Sheet/Portal/API data sent by the gas companies with the help of the programmer posted in the department. The Officer-in-Charge (OIC), using the computer system with the help of a programmer, will create a new column on the right side of the Excel Sheet/Portal/API and as per the formula (deducting market subsidy provided by Government of India, Pradhan Mantri Ujjwala subsidy and Rs. 450 in the case of Ujjwala family, and deducting market subsidy and all other subsidies provided by Government of India and Rs. 450 in the case of BPL families as well as families eligible for National Food Security Scheme of Rajasthan state), the subsidy amount payable will be calculated as per the following formula.

Subsidy Calculation Formula

1. For PMUY Subsidy Amount = Cylinder Cost - (Market Subsidy + PMUY Subsidy + Rs.450)

2. For BPL and other NFSA beneficiaries

Subsidy Amount = Cylinder Cost - (Market Subsidy + Rs.450)

• After calculating the subsidy payable to the consumer, the said Excel Sheet/Portal/API will be uploaded by the Officer-in-Charge (OIC) of the scheme through Digital Signature Certificate (DSC).
• The Food Department will carry out data validation of the subsidy amount uploaded on the portal and double payment related check through Janadhaar DBT Engine Portal and provide subsidy amount to the beneficiary consumers under the scheme on the basis of LPG ID No.
• The list of beneficiaries of Ujjwala Yojana and selected BPL families as well as eligible families of National Food Security Scheme of Rajasthan state in whose accounts the subsidy amount has been transferred will be maintained on the portal.
• The list of beneficiaries of Ujjwala Yojana and selected BPL families as well as eligible families of National Food Security Scheme of Rajasthan state in whose accounts the subsidy amount has not been transferred will be obtained from Janadhaar Portal by the Officer-in-Charge (OIC) of the Food Department. The reason for not receiving the subsidy will be resolved through the concerned District Logistics Officer's office within 15 days and the above list will be uploaded on the portal for transfer of subsidy amount again.
• The department's portal will be integrated with the IFMS portal to transfer the amount to the beneficiaries through DBT. By generating auto bills through the IFMS portal, the accounts of the amount paid will be compiled through the IFMS portal in the same way as other bills and auto sent to the Accountant General's Office, Rajasthan.
• The entire record of the scheme will be maintained by the Officer in Charge (OIC) of the Food Department and will be made available for audit if desired by the Accountant General's Office and the Internal Inspection Department.
• If the list is not received from the LPG companies in Excel Sheet/Portal/API (Master Data) on the prescribed date, then a message alert will be sent to the LPG companies by the system.
• If the list is not received from the LPG companies even after two days of the due date in Excel Sheet/Portal/API (Master Data), then a second message will be sent to the senior officials of the company along with the Officer-in-Charge (OIC) of the Food Department, Additional Food Commissioner and Principal Secretary.
• For the smooth operation of the LPG cylinder subsidy scheme, a cell will be formed at the departmental level, the detailed guidelines of which will be issued separately.

11. Role of District Logistics Officer Offices (DSO):-

• Randomly check will be done to check whether the subsidy cylinder received under the scheme is being used properly by the beneficiaries or not.
• An automatically generated message will be sent to the District Logistics Officer of the concerned district through the department's portal as per the instructions issued by the Food and Civil Supplies Department.
• Such a message will be sent every month during the entire period of the scheme.
• In the next month, the ID of the consumers sent earlier will not be included in the message.
• In case the subsidy amount is not transferred to the bank account of the beneficiary consumers, if for any reason the subsidy amount of the scheme is not transferred to the bank account of the beneficiary consumer, then the marking of the said reasons will be clearly visible district-wise and scheme-wise on the portal.
• The department will send the district-wise list received to the concerned District Logistics Officer's office and direct that the reasons for not transferring the subsidy amount should be resolved within 15 days.
• The District Logistics Officer will dispose of the matter on the basis of the said list and send the list back to the department.
• After checking the above list received from the District Logistics Officer's office, the Officer-in-Charge (OIC) of the Department will re-upload it on the portal through Digital Signature Certificate (DSC).

12. Bill making process-

• The Officer-in-Charge (OIC) of the Food and Civil Supplies Department, with the help of analyst cum programmer/programmer, will upload the data of subsidy payable to the beneficiaries on Janadhaar DBT engine through digital signature (DSC).
• The data will be processed through Janadhaar DBT on the portal developed by DOIT, which will not be visible to anyone. The data will be sent to the IFMS portal for bill generation.
• The Drawing and Distribution Officer of the Food and Civil Supplies Department will transfer the subsidy amount payable to the accounts linked to Janadhaar of the eligible families of Ujjwala Yojana and selected BPL category as well as National Food Security Scheme of Rajasthan state under the scheme through DBT and server certification will be done on the IFMS portal for generating auto bill.
• The work of generating bill will be done on the IFMS portal, which will be autoprocessed and will not be visible to anyone.
• The auto bill will be generated on the IFMS portal and sent to the treasury. The bill will be passed for payment by the Treasury and transferred through ECS to the bank account linked to the Jan Aadhar of the head of the beneficiary family of the scheme.
• Under the scheme, server certification will be done on the IFMS portal by the Drawing and Distribution Officer of the Food and Civil Supplies Department with the prior consent of the Finance Department.
• Under the scheme, the bills of the amount received from the three LPG companies will be prepared in the same proportion in which the amount has been provided by the Finance Department for the scheme in the three budget items and the bills of the consumers of Ujjwala Yojana and selected BPL consumers will be prepared separately.
• Separate bills will be prepared on a proportional basis in proportion to the amount allocated in the three budget items for the subsidy amount given to the consumers of Ujjwala Yojana and selected BPL as well as the eligible families of the National Food Security Scheme of Rajasthan state.
• In this way, bills will be prepared as per the rules of one LPG company and complete bills will have to be prepared as per the requirement of all the three LPG companies which will be prepared from different budget heads for the consumers of Ujjwala Yojana and selected BPL as well as the eligible families of National Food Security Scheme of Rajasthan state.

13. Instructions for Finance/Accounting Branch:-

               The departmental accounting branch will ensure to take necessary steps in a timely manner to ensure the budget for the LPG cylinder subsidy scheme and will ensure DBT amount transfer of all eligible beneficiaries by coordinating with IFMS continuously, while ensuring DBT as per all bills generated for DBT amount transfer through IFMS every month.

14. Role of DOIT:-

• The Food Department's analyst cum programmer will mark and authenticate the subsidy payable to the beneficiaries of Pradhan Mantri Ujjwala Yojana and selected BPL as well as National Food Security Scheme of Rajasthan state in Excel Sheet and upload it on the DOIT portal. Thereafter, the Digital Signature/Aadhaar Base e-Sign will be done by the officer in charge.
• Before payment, it will be ensured by the DOIT portal that subsidy amount of only one cylinder is transferred to a consumer in a month and he/she is registered in Vikasit Bharat Sankalp Yatra Camp/e-KYC and Janadhar Seeding.
• Information regarding transfer of subsidy amount will be sent through message (SMS). The format (template) of this information will be made available to DOIT by the Officer in Charge (OIC) of the Food and Civil Supplies Department.
• For the smooth operation of the LPG cylinder scheme, ensure the implementation of the portal/API in coordination with the Food Department and OMC's. The above guidelines have been approved by the competent level.

देवनारायण छात्रा स्कूटी वितरण एवं प्रोत्साहन राशि योजना

नाम एवं प्रभावित क्षेत्रः-

(1) इस योजना का नाम देवनारायण छात्रा स्कूटी वितरण तथा प्रोत्साहन राशि योजना होगा।

(2) यह नियम राज्य में पिछडा वर्ग में से अति पिछडे वर्ग में गुर्जर सहित 05 जातियों [यथा 1. बंजारा, बालदिया, लबाना 2. गाडिया-लौहार, गाडोलिया 3. गूजर, गुर्जर 4. राईका, रैबारी (देबासी, देवासी) 5. गडरिया, (गाडरी), गायरी] पर लागू होगा।

(3) यह नियम सम्पूर्ण राजस्थान राज्य में प्रभावित होंगे ।

(4) यह नियम वर्ष 2020-21 के लिए आवेदन करने वाली छात्राओं से मान्य होगा।

योजना का उद्देश्य :-

                          राज्य में पिछडा वर्ग में से अति पिछडे वर्ग में गुर्जर सहित 05 जातियों [यथा 1. बंजारा, बालदिया, लबाना 2. गाडिया-लौहार, गाडोलिया 3. गूजर, गुर्जर 4. राईका, रैबारी (देबासी, देवासी) 5. गडरिया, (गाडरी), गायरी] की छात्राओं को राजस्थान माध्यमिक शिक्षा बोर्ड / केन्द्रीय माध्यमिक शिक्षा बोर्ड द्वारा आयोजित 12वीं कक्षा की परीक्षा तथा विश्वविद्यालय द्वारा आयोजित स्नातक / स्नातकोत्तर डिग्री परीक्षाओं में अधिक से अधिक अंक लाने, उनमें प्रतिस्पर्द्धा की भावना विकसित करने, उच्च अध्ययन हेतु आकर्षित करने एवं उच्च शिक्षा हेतु वाहन सुविधा उपलब्ध कराने तथा आर्थिक सहयोग प्रदान करना है।

योजना के अन्तर्गत देय लाभ :-

(1) स्कूटी वितरण: राजस्थान मूल की विशेष पिछडे वर्ग में से अति पिछड़े वर्ग की वे छात्राऐं जिन्होंने राजस्थान माध्यमिक शिक्षा बोर्ड / केन्द्रीय माध्यमिक शिक्षा बोर्ड द्वारा आयोजित 12वीं (सी. सैकण्डरी) परीक्षा उत्तीर्ण में पूर्णतया 50 प्रतिशत या इससे अधिक अंक प्राप्त किये है तथा राजस्थान स्थित राजकीय महाविद्यालयों, राज्य वित्तपोषित विश्वविद्यालयों में स्नातक डिग्री प्रथम वर्ष में प्रवेश लेकर नियमित अध्ययनरत हो, उनको 1500 (एक हजार पांच सौ मात्र) स्कूटी स्वीकृत कर निःशुल्क वितरित की जावेगी। नियमित अध्ययनरत छात्राओं को 12वीं परीक्षा उत्तीर्ण में प्राप्तांक प्रतिशत की वरियता सूची तैयार कर स्वीकृत की जावेगी। शेष छात्राओं के आवेदन पत्रों को प्रोत्साहन राशि हेतु स्वीकार कर नियमानुसार प्रोत्साहन राशि स्वीकृत की जावेगी। यदि पूर्ण प्रयास करने के उपरान्त भी राजकीय महाविद्यालयों में अध्ययनरत छात्राओं के आवेदन पूर्ण/ सही प्राप्त नहीं होते है, तो जितने आवेदन कम प्राप्त होगे उतनी स्कूटी वरियता सूची के आधार पर राजकीय महाविद्यालयों में अध्ययनरत छात्राओं को स्वीकृत की जा सकेगी।

                 स्कूटी वितरण के साथ एक वर्ष का बीमा, दो लीटर पेट्रोल (एक बार ही) तथा छात्रा को सुपुर्द करने तक का परिवहन व्यय राज्य सरकार द्वारा वहन किया जावेगा। केन्द्रीय माध्यमिक शिक्षा बोर्ड द्वारा जारी अंक तालिकाओं में प्राप्तांक प्रतिशत निकाला हुआ होना चाहिए।

प्रोत्साहन राशि:-

                     राजस्थान मूल की विशेष पिछडे वर्ग में से अति पिछड़े वर्ग की वे छात्राऐं जो राजस्थान के राजकीय महाविद्यालय, राज्य वित्तपोषित विश्वविद्यालयों में प्रवेश लेकर नियमित अध्ययनरत है, उनके द्वारा 12वीं (सी० सैकण्ड्री) [जो छात्राऐं स्कूटी स्वीकृति की वरीयता सूची में नहीं आ पाती हैं उन्हें], स्नातक प्रथम, द्वितीय एवं तृतीय वर्ष में क्रमशः पूर्णतया 50 प्रतिशत या इससे अधिक अंक प्राप्त किये है। उन्हें क्रमशः प्रथम वर्ष, द्वितीय वर्ष और तृतीय वर्ष में रु. 10,000/- (रु. दस हजार मात्र) वार्षिक तथा स्नातकोत्तर प्रथम वर्ष (पी०जी० डिग्री प्रवेश वर्ष) में रु. 20,000/- (रु. बीस हजार मात्र) वार्षिक तथा स्नातकोत्तर प्रथम वर्ष में पूर्णतया 50 प्रतिशत या अधिक अंक प्राप्त करने पर स्नातकोत्तर द्वितीय वर्ष में रू. 20,000/- (बीस हजार मात्र) वार्षिक बतोर प्रोत्साहन राशि दी जावेगी।

उक्त योजना का लाभ प्राप्त करने वाली छात्रा को देवनारायण शिक्षा आर्थिक सहायता योजना/अन्य आर्थिक सहायता योजना में लाभ देय नहीं होगा। यदि वे इस योजना का लाभ नहीं ले पाती हैं तो अन्य योजनाओं में लाभ हेतु आवेदन करने के लिए स्वतन्त्र होगी।

पात्रता :-

          निम्न शर्तों की पूर्ति करने पर लाभ देय होगा :-

(1) योजना का लाभ विशेष पिछडे वर्ग में से अति पिछड़े वर्ग की उन छात्राओं को ही प्राप्त होगा जो राजस्थान की मूल निवासी है तथा राजकीय महाविद्यालय / राज्य वित्तपोषित विश्वविद्यालयों के विभागों, कृषि विश्वविद्यालयों/कृषि महाविद्यालयों, संस्कृत विश्वविद्यालयों / संस्कृत महाविद्यालयों में प्रवेश लेकर नियमित अध्ययनरत है।

(2) छात्रा के माता-पिता/अभिभावक / संरक्षक / पति की वार्षिक आय रू. 2,50,000/- (रु. दो लाख पचास हजार) से कम होनी चाहिए।

(3) योजना का लाभ अविवाहित, विवाहित, विधवा तथा परित्यक्ता छात्राओं को देय होगा।

(4) जिन छात्राओं को देवनारायण छात्रा उच्च शिक्षा आर्थिक सहायता या अन्य किसी प्रकार की छात्रवृति मिल रही हो, उन्हें इस योजना के तहत स्कूटी / प्रोत्साहन राशि देय नहीं है।

(5) 12वीं (सी० सैकण्ड्री) तथा नियमित स्नातक प्रथम वर्ष एवं स्नातक अन्तिम वर्ष एवं नियमित स्नातकोत्तर प्रथम वर्ष में अन्तराल (गेप) होने पर योजना का लाभ देय नहीं है।

आवेदन पत्र के साथ संलग्न किये जाने वाले आवश्यक प्रमाण पत्र/दस्तावेज :-

(1) राजकीय महाविद्यालय / राज्य वित्तपोषित विश्वविद्यालयों के विभाग, कृषि विश्वविद्यालय / कृषि महाविद्यालय, संस्कृत विश्वविद्यालय / संस्कृत महाविद्यालय में प्रवेश हेतु फीस जमा रसीद की स्व-प्रमाणित प्रति।

(2) गत वर्ष परीक्षा उत्तीर्ण की अंक तालिका की स्व-प्रमाणित प्रति ।

(3) मूल निवास प्रमाण पत्र जो सक्षम अधिकारी द्वारा जारी किया गया हो, की स्व-प्रमाणित प्रति।

(4) जाति प्रमाण पत्र विशेष पिछडे वर्ग का जो सक्षम अधिकारी द्वारा जारी किया गया हो, की स्व-प्रमाणित प्रति ।

(5) छात्रा के माता-पिता/पति, अभिभावक / संरक्षक का वार्षिक आय प्रमाण-पत्र छः माह से अधिक पुराना नहीं होना चाहिए। माता-पिता नहीं होने/पति नहीं होने / परित्यक्ता होने संबंधी प्रमाण-पत्र प्रस्तुत करने पर ही अभिभावक / संरक्षक का आय प्रमाण-पत्र मान्य होगा।

(6) छात्रा के राष्ट्र के राष्ट्रीयकृत बैंक बचत खाता पासबुक की स्व-प्रमाणित प्रति जिसमें आईएफएससी कोड स्पष्ट अंकित हो।

(7) आधार कार्ड की स्व-प्रमाणित प्रति।

(8) जन आधार कार्ड बना हुआ हो बिना जन आधार कार्ड आवेदन Online नहीं किया जा सकेगा।

(9) इस आशय का शपथ पत्र कि लाभार्थी अन्य किसी प्रकार की छात्रवृति / योजना का लाभ प्राप्त नहीं कर रही है।

आवेदन प्रक्रिया :-

(1) राज्य में पिछडा वर्ग में से अति पिछडे वर्ग की छात्राओं द्वारा निर्धारित आवेदन पत्र ऑनलाईन भरा जा सकेगा ।

(2) प्राचार्य महाविद्यालय द्वारा प्राप्त ऑनलाईन आवेदन पत्रों एवं प्रमाण पत्रों की आवश्यक जॉच कर प्रत्येक छात्रा का नाम, पिता का नाम, कक्षा, संकाय, पता, प्राप्तांक प्रतिशत अंकित करते हुए प्रमाणित एवं हस्ताक्षर कर जिले के नोडल अधिकारी को ऑनलाईन (Forward) करेगें तत्पश्चात् जिला नोडल अधिकारी समस्त दस्तावेज, वर्णित तथ्यों की जांच एवं सत्यापन पश्चात् आयुक्तालय कॉलेज शिक्षा विभाग, जयपुर में निर्धारित तिथि तक ऑनलाईन (Forward) करेंगे।

(3) राज्य में पिछडा वर्ग में से अति पिछडे वर्ग की छात्रायें कालीबाई भील मेधावी छात्रा स्कूटी योजना में आवेदन हेतु पात्र नही होंगी यदि उनके द्वारा आवेदन किया जाता है तो स्वतः आवेदन निरस्त योग्य होगा।

भुगतान प्रक्रिया :-

                      आयुक्तालय कॉलेज शिक्षा विभाग, जयपुर में जिला नोडल अधिकारी से प्राप्त ऑनलाईन आवेदन पत्रों की जाँच कर राजकीय महाविद्यालयों के डिग्री प्रथम वर्ष में नियमित अध्ययनरत विशेष पिछड़े वर्ग की छात्राओं की 12वीं (सी० सैकण्ड्री) परीक्षा उत्तीर्ण की प्राप्तांक प्रतिशत के अनुसार वरियता सूची बनाकर प्रथम 1500 छात्राओं को स्कूटी स्वीकृत की जावेगी। शेष छात्राओं के आवेदन पत्रो पर नियमानुसार प्रोत्साहन राशि स्वीकृत की जावेगीं। स्नातक डिग्री में नियमित अध्ययनरत प्रथम वर्ष, द्वितीय, तृतीय तथा स्नातकोत्तर डिग्री में नियमित अध्ययनरत छात्राओं के सही आवेदन पत्रों पर प्रोत्साहन राशि स्वीकृत कर बैंक खातों के माध्यम से भुगतान संबंधी कार्यवाही की जायेंगी।

आय प्रमाण पत्र के प्रयोजनार्थ :-

                                           आय परीक्षण के प्रयोजन के लिए अविवाहित छात्रा के लिए माता-पिता/अभिभावक एवं स्वयं छात्रा तथा विवाहित छात्रा के लिए पति एवं स्वयं छात्रा, विधवा एवं परित्यक्ता छात्रा की स्थिति में संरक्षक / अभिभावक एवं स्वयं छात्रा की आय को निम्नांकित बिन्दु अनुरूप आय प्रमाण पत्र प्रस्तुत किया जावेः-

(1) वेतन भोगी कर्मचारी आय का प्रमाण पत्र (फार्म नं. 16) नियोक्ता अधिकारी से प्राप्त कर संलग्न करें। वेतन भोगी कर्मचारियों की वार्षिक आय से आशय वेतन एवं समस्त भत्तों से है। वेतन भोगी कार्मिकों में राज्य सरकार/केन्द्र सरकार/इनके बोर्ड/कोर्पोरेशन, बैंक, एल.आई.सी. कम्पनी तथा फैक्ट्रीज में नियोजित कार्मिक सम्मिलित है।

(2) पेंशन भोगी कर्मचारी पेंशन आदेश की प्रति आवश्यक रूप से संलग्न करें साथ ही पेंशन एवं मंहगाई भत्तों का प्रमाण पत्र भी संलग्न करें।

(3) अन्य स्त्रोतों से आय के मामलों में आयकर लगने वाले व्यक्ति को आयकर विभाग से प्रमाण पत्र प्राप्त कर संलग्न करना अनिवार्य है, जिसमें गत वर्ष की वास्तविक आय दर्शायी जानी चाहिए।

(4) वेतन/पेंशन भोगी कर्मचारियों के अलावा सभी को राज्य सरकार द्वारा समय-समय पर जारी दिशा निर्देशानुसार निर्धारित प्रपत्र में आय प्रमाण पत्र संलग्न करना अनिवार्य होगा।

नियमों का विनिर्णय :-

                            इन नियमों की व्याख्या अतिरिक्त मुख्य सचिव / प्रमुख शासन सचिव, उच्च शिक्षा विभाग राजस्थान द्वारा की जावेगी जिनका निर्णय अन्तिम होगा।

नोट- (1) ऑनलाईन आवेदन-पत्र में जांच उपरान्त (महाविद्यालय/जिला नोडल अधिकारी / आयुक्तालय) पायी गई कमी की पूर्ति दी गई अवधि में छात्रा द्वारा नही करने पर आवेदन निरस्त होगा। जिसका उत्तरदायित्व सम्बन्धित छात्रा / अभिभावक का होगा।

(2) छात्रा को स्वीकृत स्कूटी का रजिस्ट्रेशन की दिनांक से तीन वर्ष तक विक्रय/बेचान नहीं किया जा सकेगा।

योजना का नाम बोर्ड एवं विश्वविद्यालय में प्रथम श्रेणी उत्तीर्ण अनुसूचित जनजाति प्रतिभावान छात्रों को आर्थिक सहायता

उद्देश्य-

         राजस्थान राज्य के प्रतिभावान जनजाति छात्रों को जो महाविद्यालयों में नियमित छात्र के रूप में प्रवेश लेकर अध्ययनरत् है उन्हें प्रथम श्रेणी में उत्तीर्ण होने हेतु प्रेरित करना। योजना का संचालन वित्तीय वर्ष 2023-24 से आयुक्तालय, कॉलेज शिक्षा विभाग राजस्थान, जयपुर द्वारा किया जायेगा।

पात्रता-

1. माध्यमिक शिक्षा बोर्ड / केंन्द्रीय माध्यमिक शिक्षा की 12वीं कक्षा में प्रथम श्रेणी में 60 प्रतिशत से उत्तीर्ण, प्रथम वर्ष की परीक्षा में कम से कम 48 प्रतिशत अंक प्राप्त करने पर ही द्वितीय वर्ष में प्रोत्साहन राशि देय होगी। इस प्रकार द्वितीय वर्ष की परीक्षा में कम से कम 48 प्रतिशत अंक प्राप्त करने वाले छात्र को ही तृतीय वर्ष में राशि देय होगी।
2. स्नातकोत्तर कक्षाओं में अध्ययन के दौरान भी उक्त शर्तें लागू रहेगी।
3. छात्र अनुसूचित जनजाति वर्ग से सम्बन्धित होना चाहिए।
4. छात्र के माता-पिता/अभिभावक/संरक्षक/पति आयकर दाता न हो।
5. छात्र राजस्थान का मूल निवासी हो
6. योजना हेतु आवेदनकर्ता छात्र के बोर्ड परीक्षा उत्तीर्ण करने के पश्चात् आगे निरन्तर अध्ययन में अंतराल (गेप) नहीं होना चाहिए।
7. जो छात्र राजकीय छात्रावास में निवासरत रहकर अध्ययन कर रहे हैं उन्हें उक्त योजना में लाभ देय नहीं होगा।
8. छात्र राजकीय कॉलेज में सामान्य शिक्षा में नियमित अध्ययनरत हो। 9. वैद्य जन आधार एवं आधार कार्ड होना चाहिए।

देय लाभ-

            350/-रुपये प्रतिमाह की दर से दस माह हेतु 3500/- (अधिकतम) रुपये की प्रोत्साहन राशि का एकमुश्त भुगतान किया जायेगा।

आवेदन के साथ संलग्न किये जाने वाले आवश्यक प्रमाण-पत्र /दस्तावेज-

1. गरीबी रेखा से ऊपर के छात्र-छात्रा के माता-पिता/अभिभावक / संरक्षक/आयकर दाता नहीं होने बाबत् निर्धारित प्रारूप में स्वयं आय घोषणा पत्र सक्षम स्तर से प्रमाणित हो।
2. छात्र-छात्रा की पूर्व कक्षा की अंक तालिका की प्रति।
3. अध्ययनरत् संस्था की फीस की रसीद

आवेदन की प्रक्रिया-

1. जनजाति प्रतिभावान छात्रों को आर्थिक सहायता हेतु आवेदन फॉर्म ऑनलाइन स्कॉलरशिप पोर्टल पर भरे जायेंगे।
2. आवेदन करने का कोई शुल्क नहीं।
3. ऑनलाइन आवेदन पत्रों की सम्बन्धित महाविद्यालय द्वारा जांच कर प्राप्त ऑनलाइन आवेदन पत्रों को स्वीकृतकर्ता नोडल महाविद्यालय को भिजवाया जावेगा।
4. स्वीकृतकर्ता अधिकारियों द्वारा शिक्षण संस्थाओं से प्राप्त आवेदनों की ऑनलाइन स्वीकृति की जावेगी। अपूर्ण आवेदन पत्रों को (यदि कोई हो तो) शिक्षण संस्थाओं/विद्यार्थियों को प्रतिप्रेषित (रिवर्ट) किया जावेगा।

भुगतान प्रक्रिया-

स्वीकृत आवेदन पत्रों का ऑनलाइन बिल तैयार कर कोषालय के माध्यम से लाभार्थी के जनाधार से लिंक बैंक खाते में राशि का सीधा भुगतान किया जावेगा। लाभार्थी का केवाईसी पूर्ण हो व जनाधार से लिंक बैंक खाता बन्द न हो। विद्यार्थी स्वयं का ही खाता संख्या जनाधार के माध्यम से उपलब्ध करावें अन्यथा छात्रवृति राशि जनाधार से परिवार के मुखिया के खाते में जाएगी।

छात्रवृत्ति स्वीकृति प्रक्रिया -

संबंधित महाविद्यालय का संस्था प्रधान ऑनलाइन प्राप्त आवेदन पत्र जांच कर वांछित तथ्यों को सत्यापित कर अपने जिले के स्वीकृतकर्ता नोडल अधिकारी, नोडल महाविद्यालय को निर्धारित तिथि तक ऑनलाइन फॉरवर्ड करेंगे।

नोटः- ऑनलाईन आवेदन-पत्र में पाई गई कमी के अभाव में आवेदन निरस्त होता है तो स्वयं विद्यार्थी उत्तरदायी होगा।

उद्देश्य-

         सहरिया जनजाति के लोग उच्च शिक्षाओं में अपने बच्चों को इस लिये अध्ययन नहीं कराते हैं क्योंकि उच्च कक्षाओं की फीस व स्टेशनरी अधिक व महंगी होती है तथा अपने गांव से बाहर भेजने पर शहरी मकान किराया वहन नहीं कर पाते हैं इसलिए विभाग द्वारा इस योजना के माध्यम से महाविद्यालय में नियमित रूप से अध्ययनरत् प्रत्येक छात्र-छात्राओं को आर्थिक सहायता प्रदान करना।

     योजना का संचालन वित्तीय वर्ष 2023-24 से आयुक्तालय, कॉलेज शिक्षा विभाग राजस्थान, जयपुर द्वारा किया जायेगा।

पात्रता-

1. छात्र-छात्रा राजस्थान के बारां जिले की जनजाति सहरिया वर्ग से सम्बन्धित होनी चाहिए।

4. जो छात्र-छात्रा सरकार द्वारा संचालित छात्रावास में निवासरत रहकर अध्ययन कर रहे है। उन्हें उक्त योजना में लाभ देय नहीं होगा।
5. वैद्य जनाधार कार्ड एवं आधार होना चाहिए।
6. छात्र-छात्रा राजस्थान का मूल निवासी होना चाहिए।

देय लाभ-

            योजना के अंतर्गत सहरिया छात्र-छात्रा को स्टेशनरी क्रय हेतु 1000/- रुपये कॉलेज फीस हेतु 2000/- रुपये एवं मासिक व्यय अनुदान, मकान किराया, भोजन आदि हेतु 17000/- कुल 20,000/- रुपये दिये जाते हैं। महाविद्य ालयों में बीए / एमए प्रथम वर्ष 20,000/- रुपये द्वितीय वर्ष 20,000/- रुपये एवं तृतीय वर्ष 20,000 /- रुपये प्रति छात्र/छात्रा प्रदान किय जावेंगे।

आवेदन के साथ संलग्न किये जाने वाले आवश्यक प्रमाण-पत्र /दस्तावेज-

To apply, the student must have a Jan Aadhar card and the information filled in it such as caste, domicile, bank details etc. should be updated.

Online application can be done by logging in with SSO ID through the department's website https://hte.rajasthan.gov.in/ and clicking on the "Scholarship (CE, Minority)" icon of Citizen App-G2C.

Note:- Students whose university / college is not appearing on the scholarship portal. They should contact the Registrar / Principal of their university / college and get the registration and update done.

Universities / colleges which have not yet registered and updated on the portal, should do the above action soon. In the absence of this, students studying in universities / colleges will not be able to apply online. The entire responsibility of which will be of the concerned university / college.

Gargi Puraskar (Second Installment)

The scheme was started in the year 1998. Under the scheme, girls securing 75% or more marks in the Secondary and Entrance Examination conducted by the Board of Secondary Education Rajasthan, Ajmer are awarded Rs. 3000 for regular studies in class 12.

The amount for the award is provided by the Directorate of Secondary Education Rajasthan, Bikaner. The amount of the said award is provided every year on Basant Panchami through DBT.

Girls securing 8 to 10 CGPA in class 10th examination of Swami Vivekanand Government Model School are also awarded.

This award is also given to girls securing 8 to 10 CGPA in class 10th examination of Swami Vivekanand Government Model School.

Balika Protsahan (for class 12th).

This scheme was started in the year 2008-09. Under the scheme, girls securing 75% or more marks in Higher Secondary Arts, Science, Commerce and Senior Upadhyaya Examination conducted by Board of Secondary Education Rajasthan, Ajmer are awarded Rs. 5000 and a certificate.

Gargi Award / Girl Incentive Certificate (Year 2021-22, 2022-23)

Under the Gargi and Girl Incentive Award Scheme, in order to provide certificates for the year 2021-22 and 2022-23 to the girls easily, the said certificates have been made available online from the Shala Darpan portal. The prize money has been transferred through DBT to the girls who applied online for these awards.

Aapki Beti Yojana schemeimg

This scheme was started in the year 2004-05. Under this scheme, girls from families living below the poverty line and studying in class 1 to 12 in government schools, whose both or one of the parents have died, are benefited. Girls studying in class 1 to 8 are provided financial assistance of Rs. 2100 per year and those studying in class 9 to 12 are provided financial assistance of Rs. 2500 per year.
